JAC appreciate CM Stalin‘s efforts in holding meeting for fair delimitation

The Joint Action Council (JAC) has passed a resolution expressing its appreciation for the Hon’ble Chief Minister of Tamil Nadu,M.K.Stalin for taking up the initiative for a fair delimitation process to safeguard the political and economic future of performing States in India.

The resolution also expressed its deep concern on the lack of transparency and clarity in the impending delimitation exercise without any consultation with the various stakeholders.

It was resolved that, any delimitation exercise carried out by the Union Government to improve the content and character of democracy should be carried out transparently, enabling political parties of all the States, State Governments and other stakeholders to deliberate, discuss and contribute in it.

The resolution also said that states which have effectively implemented the population control program and consequently whose population share has come down, should not be penalised.

The JAC meeting in its resolution also said that the Union Government must enact necessary constitutional amendments for this purpose.

The Core Committee consisting of Members of Parliament from the represented States will coordinate the parliamentary strategies to counter any attempts by the Union Government to undertake any delimitation exercise contrary to the principles mentioned above, the resolution said.

The resolution said, “The Core Committee of MPs shall submit a Joint Representation on the above lines to the Hon’ble Prime Minister of India during the ongoing Parliamentary session.“

The JAC will also undertake necessary efforts to disseminate information on the history and context of past delimitation exercises and the consequences of the proposed delimitation among the citizens of their respective States, through a coordinated public opinion mobilization strategy.

It may be noted that the Chief Minister of Tamil Nadu, M.K. Stalin, convened a meeting with various political party representatives to discuss the delimitation of parliamentary constituencies today (March 22).

The meeting was attended by Chief Ministers of Kerala, Telangana, and Punjab, as well as the Deputy Chief Ministers of Karnataka and Tamil Nadu.

Earlier, The Chief Minister of Tamil Nadu had written to various Chief Ministers, former Chief Ministers, and leaders of major political parties, inviting them to join a Joint Action Committee (JAC) to address the issue.

He also requested them to nominate a senior representative from their respective parties to be part of the JAC.

Following this, accepting the invitation extended by the Chief Minister of Tamil Nadu, a meeting was held today (22-03-2025) in Chennai, attended by Chief Ministers, Deputy Chief Ministers, and leaders and representatives of various political parties from different states.

At the outset of the meeting, the Chief Minister of Tamil Nadu, M.K. Stalin, welcomed everyone and delivered the inaugural address. Following this, the Deputy Chief Minister of Tamil Nadu, Udhayanidhi Stalin, elaborated on the impacts of the parliamentary constituency delimitation via presentation.

Nextly, Member of Parliament, Kanimozhi, proposed the resolutions to be passed in the meeting. Former Chief Minister of Odisha, Naveen Patnaik, participated via video conference and shared his views on the parliamentary constituency delimitation.

In this JAC meeting, ​several prominent politicians addressed including Kerala Chief Minister Pinarayi Vijayan, Telangana Chief Minister Revanth Reddy, Punjab Chief Minister Bhagwant Mann, Karnataka Deputy Chief Minister D.K. Shivakumar, Bharat Rashtra Samithi party working president K.T. Rama Rao, and Biju Janata Dal leaders Das Burma and Amar Patnaik.

From Kerala, representatives from various parties attended, including Indian National Congress state president K. Sudhakaran, Kerala Congress (Mani) leader Jose K. Mani, and Communist Party of India kerala state secretary Binoy Viswam.

Notably, Balwinder Singh (Shiromani Akali Dal, Punjab), Salahuddin (Indian Union Muslim League, Kerala), Premachandran (Revolutionary Socialist Party, Kerala), Imtiyaz Jalil (All India Majlis-e-Ittehadul Muslimeen, Telangana), Mahesh Goud (Indian National Congress, Telangana), and Francis George (Kerala Congress) had also participated.

The speakers emphasized that the proposed parliamentary constituency delimitation should not adversely affect any state that has effectively implemented social and economic welfare schemes. They urged the central government to consult with various state governments, gather their opinions, and undertake delimitation exercises based on consensus.
